Summary: Transportation software provider, IES, Ltd., is the first Ocean AMS service provider to successfully pass the testing requirements for M1 and transmit data to the ACE (Automated Commercial Environment) portal. M1 is the rail and sea component of ACE which is poised to replace the Automated Commercial System (ACS).

Ray Baliatico, Executive Vice President of Development at the software company, details how the rollout fits into IES’s strategy as a forerunner in ACE solutions, “IES already offers a comprehensive eManifest (Truck ACE) solution. As an early adopter of M1, we have deployed an updated online portal as well as an EDI interface for use by our customer base. Both have successfully transmitted data to the ACE portal. M1 is a hallmark piece in the ACE rollout. We are proud that our customers will be among the first to begin transmitting M1 data upon release by CBP.”

Customs and Border Protection (CBP) has announced that it will begin deploying the new M1 capabilities to allow rail and sea carriers to transmit electronic manifest data to the Automated Commercial Environment within a week. 

“Essentially, IES technology makes sense of each regulation and delivers an effective method for our customers to enter and transmit the required information,” Mr. Baliatico continues, “We break each regulation down to its component parts and ask, ‘What data is needed’ and ‘How can it be delivered in a way that is easy for the user.’ With IES software in place, our customers do not have to worry about every regulatory nuance. They simply roll into compliance.”

The Automated Commercial Environment is the United States' commercial trade processing system designed to automate border processing. ACE will eventually replace the current import processing system currently in place at US Customs. Both systems are running concurrently until full ACE deployment.

ACE is part of a multi-year rollout that is being deployed in phases. The modernization effort will help connect dozens of government agencies such as CBP, the Food and Drug Administration and the Census Bureau. The approach is in-line other supply-chain security initiatives, such as the Customs-Trade Partnership Against Terrorism, the Lacey Act and the Importer Security Filing.
